Can you DM someone who doesn't follow you on Instagram?
For automated DMs, the rule is not about following at all. It is about who spoke first. Meta's Send API documentation is explicit:
To send messages to a person on Messenger or Instagram, the conversation must be initiated by that person.
So if a non-follower comments your keyword, replies to your story or sends you a DM, your business can answer them through the API, follower or not. If they never interacted with you, no official tool can message them, follower or not.
This guide covers messages sent through Meta's API, which is what every DM automation tool uses. Manual DMs you type in the Instagram app are governed by the app's own settings, which Meta's developer documentation does not cover, so we do not make claims about them here.
Where does a DM to a non-follower land?
Following decides where a message shows up, not whether it can be sent. Meta's Private Replies page says a reply to a comment "appears in the person's Inbox, if the person follows the Instagram professional account, or to the Request folder, if they do not."
| Situation | Where it appears | Source |
|---|---|---|
| Your private reply to a commenter who follows you | Their Inbox | Private replies, Instagram API |
| Your private reply to a commenter who does not follow you | Their Requests folder | Private replies, Instagram API |
| A new conversation started with you by a non-follower | Your Requests folder | Send Messages, Instagram API with Instagram Login |
| A request you answer through a third-party app | Moves to your General folder | Instagram Platform overview |
| A request with no activity for 30 days | No longer returned in API calls | Send Messages, Instagram API with Instagram Login |
Meta also notes that "The private reply message includes a link to the commented post", which helps a non-follower recognize why your account is messaging them when they open Requests.
Can automation cold DM people who don't follow you?
No. There is no official API route to message someone who has not contacted your account. Meta's Instagram messaging docs say: "Only after an Instagram user has sent your app user's Instagram professional account a message can your app send a message to the Instagram user." On top of that, Meta's Developer Policies require opt-in before contacting anyone:
Opt-in: Don't contact people in Messenger or Instagram Messaging unless you, or the party to whom you are operating as a Service Provider, have obtained legally sufficient consent, permission, and/or opt-in (collectively, "opt-in") to do so under all applicable laws of any applicable jurisdiction.
Tools that promise to DM every follower of a competitor, or a scraped list of usernames, can only do it by driving an account outside the API, usually with your password. That is the automated access Instagram's Terms of Use forbid. We explain the difference in official API vs password tools.
What counts as interacting first?
Any of these, done by the person, gives you permission to reply through the API. Each comes from a Meta page listed in the sources.
- A comment on your post, reel, story, Live or ad. Allows one private reply within 7 days (Live: during the broadcast).
- A DM to your account, including a reply to your story. Opens the 24-hour window.
- A story mention. Meta sends a webhook when someone mentions you in their story, but only if their account is public, or private and following you.
- A tap on an ig.me link into an existing conversation, or on an item in your persistent menu.
- A message after clicking your Click-to-Direct ad. Opens a window of up to 7 days.
The details of each window are in our guide to the Instagram 24-hour messaging window.
What does this mean for reaching new people?
It is good news, because the people most likely to comment on a reel are often people who do not follow you yet. A comment from a non-follower is a valid opt-in to one reply. The catch is that the reply lands in Requests, where people do not always look. A few habits fix most of that:
- Tell them where to look. In the caption or a public reply: "Sent! Check your message requests if you don't follow me."
- Reply publicly too. A public reply under the comment confirms the DM went out and shows others the keyword works.
- Make the first line clear. "Here's the meal plan you asked for under my reel" reads as expected, not as spam.
- Give them a reason to follow. Once someone follows you, Meta's rule puts future private replies to their comments in the Inbox instead of Requests.
Public reply
Sent you the plan. Check your message requests if you don't follow yet.
DM
Here's the 7-day meal plan you asked for under my reel: [link] Want the shopping list that goes with it?
The question at the end matters. If they answer, the standard 24-hour window opens and you can send the shopping list.
How does ReplyRep handle non-followers?
- It only messages people who interacted first. Comments, story replies, story mentions and DMs. ReplyRep has no cold DM feature and never asks for your password.
- It replies to followers and non-followers alike. The comment-to-DM feature sends the private reply about three seconds after the comment. Meta decides whether it lands in the Inbox or Requests.
- It can post the public reply for you. Comment Auto Reply (Lite and up) answers under the comment, worded differently each time, so people know to check their DMs.
- It can ask for the follow before the link. Follow-gated DMs (Lite and up) check the follow first, then send the link, so each campaign grows the account.
ReplyRep is built on Meta's official Instagram API and is a Meta Business Partner. It cannot message someone Meta's rules do not allow, and nor can any other official tool.

Common myths about DMing non-followers
- Myth: You can only automate DMs to followers. Meta's rule is about who started the conversation, not who follows whom.
- Myth: Messages to non-followers are blocked. Through the API, they land in Requests. They are delivered, just in a different folder.
- Myth: Automation tools can DM a list of usernames. Not through Meta's API. The person must initiate the conversation.
- Myth: A story mention from anyone triggers a reply. Meta only sends the mention if the account is public, or private and following you.
- Myth: Following you lets a tool send them anything. Following changes the folder, not the rules. One private reply per comment still applies.
